Bill Lock was named Chairman of the Board in August 2007, and has served as a director since September 2006. He brings to Elcom over 30 years experience in Business Consulting, Strategy and Finance with a strong track record of delivering growth and improved shareholder value. He has also advised and guided a number of organizations through successful investment fund raising and shareholder exits in a number of sectors including information technology.
Executive VP of Finance
David Elliott has built his career in financial management, corporate finance and strategy and has been involved in a number of mergers, acquisitions and turnaround situations. He was appointed Finance Director in February 2007. Prior to joining the company he spent 5 years at Volkswagen Group where he was employed in a number of senior financial roles, including responsibility for the Volkswagen Development Ventures Fund. Prior to this David was employed as a financial analyst with Daimler Chrysler UK.

Ian Burdon is a recognized expert in Government eProcurement within the UK, having spent time on the Board for eProcurement development in the public sector in England and Wales, along with taking responsibility for creating and developing the Scottish national eProcurement program – eProcurement Scotland. During his time as Director and Program Sponsor (2000-2009) for eProcurement Scotland, Ian successfully developed and delivered system and business process change within multiple areas of the public sector - including Central Government, Local Government (including schools), National Health Services, Emergency Services, and Universities and Colleges. This program has won international recognition and several awards including:

VP Client Services
Lisa has been with Elcom for the past 18 years, and is responsible for customer and supplier enablement, as well as the delivery of professional services and customer support for all Elcom solutions. Prior to joining Elcom, Lisa had several years of experience in a professional buying role where she was responsible for coordinating forecasts, managing purchasing and sourcing activities, as well as product delivery and inventory management for these product lines. Lisa’s strong understanding of procurement practices, business operations and the interdependencies within an organization have supported her in the successful delivery of solutions to over 100 of Elcom’s clients. Lisa holds a Bachelors Degree in Business Administration from Stonehill College, MA.
VP IT Services
Ian has been with Elcom for over 15 years working in both our UK and USA operations. In his role as VP IT Services he is responsible for the technical architecture of the company as well as hosting, implementation and support of the product suite from a technical perspective. Prior to Elcom, Ian spent 8 years in the British Army and managed the pre sales and post sales technical support teams for a computer reseller.
Ken Frade has been with Elcom for over 15 years, and has overseen the development of Elcom’s current software applications from the ground up. He leads a team of local and offshore software architects, developers and quality assurance personnel – many of whom share his long experience with Elcom’s’ applications. Under Ken’s leadership, Elcom has been able to continually take advantage of the latest in new software development techniques and technologies, whilst ensuring that underlying code and processes remains reliable and adhere to accepted standards.
Ken holds a Bachelors Degree in Electrical Engineering from University of Massachusetts at Dartmouth.
